track chngs in a workbook with VBA

I'm looking to have a macro where after a certain date (which I define), a person cannot make a change to the sheet unless they fill in 2 message boxes. the first would ask, "Are you making a change?" if they answer no, then they can 'read only' the sheet and the 2nd message box wouldn't show up. if they answer yes then another message pops up asking "Why are you making this change?" and the person is expected to give an answer of more than 3 letters before being given access to make changes. I would want these notes cataloged somewhere too so i can see who made a change, what the change was and when.

    is this even possible?
