cell formatting conversion

when i put 420000 in the cell, it will dispaly 4.2 automatically

As Roy said, this can't be done with formatting.

Why do you need to do this?
Is it a financial display, are you working in rupees maybe?

If you want to do it throughout the workbook, Tools > Options > Edit, tick Fixed decimal, Places 5
