how do you update fields based on instructions in another field w/o a formula in cell

Hi,
I want to update fields in a report based on specific verbiage in a column of the same report. the update would look at the 'raw data' tab of the workbook to check the "totalunitspick" column to see if the data in it is higher than the data in the column with the same name on the 'history tab'. if the data is higher, then i want the values in columns: D, L, M and N on the history tab to update with the info in the 'raw data' sheet and to highlight any new pick tickets in column D in red.

i don't even know if what i'm asking for is possible, but if it is, i'm thinking it would be a macro.
