MACRO that created new tabs is broken

Someone on this site created a MACO for me. (see attached excel file). It works almost perfect except for when the tabs are done poputating some of the row headers are missing. If you take a look at the tab "Sheet 21" line 3 is missing the title SP21. This happens to tabs that have multiple rows. Can anyone help fix this error?

A very quick look indicates that it is rows where the Project Codes have two values in the same column.

Given that the name of the module is FoxGuy, I'm guessing that might be the author. Perhaps best to try and contact him?
