Populate budget according to start month

I want to populate a sales budget based on the selection of a start month. The start month can be from January to June. Is there an excel formula that can accomplish this? I have attached a sample file.

Populate what with what? In the example, if the month selected is March, what value(s) need to be copied ... from where to where?

If March is selected the values from B12 to Y12 will commence from cell D5 (March).
If January is selected, the values from B12 to Y12 will commence from cell B5 (January).
The month selection determines the month when the budget starts from. Hope I have explained it OK?
