in code to get a Loop to sleep, then restart.

I looking to get the loop to sleep 10 milliseconds, but its costing 150 to use the sleep.

If I set sleep to 0 milli and do a test loop 20 times
St time. 00.00
end time 00.00

If I set sleep to 5milli and do a test loop 20 times
St time. 00.00
end time 00.3125

If I set sleep to 10milli and do a test loop 20 times
St time. 00.00
end time 00.3125

Any thoughts on improving this

The Sleep API will suspend the execution of the thread it is in for the number of milliseconds specified. During this time, if there any other threads with the same priority level they will be executed before returning to the Sleep thread You have no control how and what the system decides to execute and when.. This is why you see a timing difference.
