Question filtering based on multiple columns within a range.

I currently have a spreadsheet that records when a certain program is run. It records the rep, date, time and one column (Count) is hidden so I can give a vaule to the reps. Right now I have a DSUM that counts how many times a certain rep appears in the list so I can see how many times each one ran the program. F3 through J3

I would also like a count to see how many times a report was sent out with in an hour of the time it was supposed to be. F4 through J7.

One column records the time it was sent. I would have a heading for 8:00 AM and it would show how many times the report was sent out between 8 and 9.

So I would need it to look first in the rep column to find the reps name, then the time column and find the ones that fall within the hour range and then some the count column so that there is a value.

I have included a workbook with sample data. The area highlighted in yellow is where I need the data to show up based on the hour interval for each rep and then a total count.
