Hello Shark Man,
The reason the Or doesn't match is the cell values in columns "J" and "I" are text, not numbers. The formulae in those columns use the ampersand "&". To Excel this means concatenate the values. Excel will convert any non text value to text when this character is used in a formula.
Example of Formula in J2
=MONTH(G2)&YEAR(G2)
Example of Formula in K2
=OR((I2)=52009,(J2)=52009)
Corrected OR
=OR((I2)="52009",(J2)="52009")
