its a precision problem
try rounding the number in L8
=ROUND(SUMPRODUCT(($E$9:$E$346<>"")/COUNTIF($E$9:$E$346,$E$9:$E$346&"")),0)
the result of the without rounding is
10.9999999999999 so
ROWS(L$9:L19) =11 and that is greater than 10.99999999999999 hence the blank
