Change List Depending on Cell Entry

I have 2 WS "Estimate" & "Rate Table" sheets1 & 2 accordingly. The rate table has rates in column E. What I would like to achieve is that when a user enters a postcode in "Estimate" C19 this runs a calculation on "Rate Table" Column E depending on the postcode entered (picking up on just the first 2 letters of postcode i.e CT4 5RT

Something Like (in my pigeon code!)

    Something like:

    =Vlookup(LEFT(C19,2),'Rate Table'!D:E,2,0)

Where column D contains the 2 letter codes to find, and column E the corresponding value to extract and you can multiply that formula with whatever value...
Where there is a will there are many ways.

No it goes anywhere except C19

It is lookup up the left 2 characters of C19 and finding it in column D of the other sheet (which should consist of a listing of 2-letter codes), and returns what is in column E

You may have to change C19 if you are entering the code somewhere else...
