Excel should autoclose at the given time

    Hi,

i have a team and each has a simillar excel sheet which which is attached; they are supposed to fill and save 60 seconds prior to the given time, for some days they need to input status more than once timeline mentioned.

I maintain a master file which is linked to the team files which becomes a summary of all the team members

the team files columns A-C have a link to the master sheet where the columns edited or updated in the master show up in the team files

The team file can specify a default time zone (IST or GMT) and the current time of that zone to be displayed not as per the Time on the PC as this can be changed by the user so a default GMT/IST time

for Row 3 The file will auto close 60 sec prior to the scheduled closing (14:29 GMT) and at 14:30 GMT the master will update links and auto save the changes from all the team files.

in the row 1 the time remaining needs to be shown for the team member to be aware of the auto close, on auto close the file needs to be saved with last changes

once the time is 14:29 GMT on 3/22/2010 the row 3 will be non editable for the team members,
similarly at 14:29 GMT on 3/25 row 7 will be non editable (row 3-7 will be non editable)
in such case the edit rights will only be with me and the changes done by me to the team file should be highlighted for the team members to know the changes done, it can be in the form of comments also.

i was looking up the older posts and threads and did find similar posts, however not exactly what i am looking for.

if one of you genius can help me with this programming it will be of great help, if some points of the above are possible do let me know
