Loop Macro to copy entire row and replace value

I am trying to run a loop macro to find the value in column 140. if the value = "3" then I need it to
1. replace the value in column 140 to "2"
2. copy the entire row to the end of the list
3. after copying the row replace that value in column 140 to "4"
