change cell color with mouse rollover

Is it possible to change the color of a cell when the mouse pointer is in that cell (but not active)? Say in cell E5 the background is blue, when the pointer moves over the top, change it to green.

If the cell is not possible, then is it possible for a userform, button tab, etc?
