What type of should I uses? Forumal or VB

This one has gotten me stumb. Maybe someone out there would be able to tell me what I need to uses.

I uses a excel spreadsheet database to track parole offenders in the Dallas County Jail. Even offender have rights and those rights are due process. We have alot of problems with meeting the needs of Sentate Bills, the biggest one is Senate Bill 880.

So in my speadsheet if an offender who has techinal violation only, then the officer has to have a hearing schedule within 5 days from the date of the initial interview.

In col "L" I have to input TECH or PEND. In colm "N" I input the date the offender has been interview. col "O" is the hearing date and in col "P" is the hearing type I plan to make col "Q" has my NOTICE hidden col for those that don't meet the SB 880.

I need it to show if pass 5 days I need a red warning fill in of the cell and how many days it took from the date of the initial interview.

    Thanks.

I though I would just add this in:

    SENATE BILL 880
    SENATE AUTHOR: Whitmire

    EFFECTIVE: 9-1-03
    HOUSE SPONSOR: Capelo

Senate Bill 880 amends the Government Code to decrease the amount of time a parole panel, a designee of the Texas Board of Pardons and Paroles, or the Texas Department of Criminal Justice has to dispose of revocation charges for an administrative violation of a condition of release against an inmate or person who has not been charged with an offense.

I really can't post my current workbook, because of sentive information inputed but I can give a generic version I geuss.

colm a Officer (office that's been assigned to case)
colm b Date (date that the officer was assigned to case)
colm c Offender last name (offender last name)
colm d Offender first name (offender first name)
    colm e Offender SID# (offender State ID#)

colm f this colm is hidden from view (it's a formula to check for duplicate entries of colm e)

colm g Offender instant offender (what is offender on parole for)
colm h Offender discharge date (when does offender discharge off of parole)
colm i Offender arrest date (the date offender was arrested)
colm j Offender pend charge allegation (if charges are pending what is the charge)
colm k Warrants Total (how many past warrant has the offender had?)
colm l Offender pend or tech violation (is the offender in custody on new charges "Pend" or just violation of the condition of his parole "Tech"
colm m Court date (if offender has pending charges, what's the court date)
colm n Notice of Arrest inital interview date (the date that the officer read offender his rights)
colm o Hearing Date (Date of Pre-Revocation "RH" or Prelim Hearing "PH")
colm p Hearing Type (Revocation Hearing "RH" or Prelim "PH")

colm q this colm will be hidden from view it will show who is in complance to SB-880 and warn us that of which ones are not. I will need a formla that will notice all the "tech" only and then read the dates and determine of the are pass the 5 day schedule if colm O and P are not inputed.

colm r Board Date (the date the board has returned a decision)
colm s Board Action (what the board has decide to do "revoke", "continue supervision", or "Intersanction Facility")
colm t Status (if board has made a decision, what is the hold up) lol

I hope that this will help, if you need an workbook to view, I can make one up, but it will have to wait till later tonight.
