Side note, am I missing something here? Why couldn't you format the cells to numbers with a decimal place setting?
That would take any value entered and convert to whole or decimal.
If set to two decimal places:
"1" = 1.00
"1 1/4" = 1.25
"25/64" = 0.39 (0.390625)
etc.
