IE not displaying Excel Toolbars when opening an excel file

I am trying to find out if there is a way to programatically control the Excel "Standard" and "Formatting" toolbars to always open when an excel file is opened through Internet Explorer (IE6 or IE7)?

I have tried using the macro (below) which shows the 2 toolbars when opening the file in excel.

But when opening the excel file in Internet explorer it does not display the toolbars.
I have to click on the View Menu -> Toolbars and then select the Standard and Formatting toolbars to show up for excel inside Internet explorer. Any help much appreciated. Thank you.
