Adding controls to user form

Good afternoon,

I have a user form that I want to add labels to depending on how many criteria a user chooses. I have done this before and I have never had a problem but for some reason today, I am at a loss. The error I am getting is:

Compile error:
Can't find project or library

It occurs on when I declare Lbl as control. Any ideas on what is happening? My code follows:
