Vertical Scroll Bar Size

I don't believe there is - the way Excel behaves in this manner is standard Windows behaviour.

Out of interest the only program I've come across that does what you request (but for reasons of program speed) is Microsoft Dynamics NAV, and believe me, it's way more annoying than your problem ...
