How to Pop up message in Excel?

I am running Excel 2003. I would like a pop-up message to appear on screen when a user changes any cell in any coloumn or row.
The message needs to say.... "Please dont change this".
Can anyone please give input in this regard?

I'm a newbie to excel programming.
Please let me know the navigations as well.

Why not just protect the sheet with a password. Once done, none of the cells can be edited at all, except for cells you specifically remove protection from prior to protecting the whole sheet.

Actually, I need to do this for perticular cells.
Moreover , this is just a case, so as to get the programming way to understand.
There are other things need to be done for some other cell like -
To pop up a window saying "Please make same changes in so-n-so file as well!" after the cell value is changed.

I hope I'm able to state what exactly I want.
