    Lock specific rows while inserting new rows

    Is it possible to lock rows 1-2, and 25-26 in place while allowing the user to insert new rows elsewhere?

    New rows must be created in order to add new data. But rows 1-2 and 25-26 are at the top of the page when printed, though they are not actual "headers".

    Currently, adding a new row anywhere between 2 and 25 will shift 25 and 26 downward, whereas, I need them to remain in place for printing purposes (so they will remain at the top of the printed page).

    Please see my sample as i think you will clearly see what I am asking:
