Enter 0 for terms, 1 for Cash 1 [D17]

Questions:

1. the Commission rate = 5.50% [D15] = VLOOKUP(D14,CommTableCash,1+D17+1)

Here, what does "1+D17+1" mean?

2. Here the table_arry is CommTableCash. How to difine or name the table as this?
