I've been missing with "problem" for a few months, and my basic macro skills are getting me nowhere.

I need to change this:

into this:

Currently I am doing a ton of work by hand and would like to save myself some time every week. I also uploaded a shortened version of what a speadsheet would look like to . Under normal circumstances there would be approximately 60 rows of data. Any help would be appreciated.
