Username and password

In a post I read that it is possible to set up usernames and passwords, with different priveleges for each. How do I go about setting this up???

I have a template available that allows you (as administrator) to allow or forbid users' access to certain sheets either on a read-ony basis, or full read / write permissions depending on the settings that you select.
