Synchronizing and filtering data to be used by another program!!!

Hello Guys, I am wondering if someone could tell me what I am doing wrong.
I am developing an EXCEL spread sheet to download weather forecast data from a weather Webpage, filter the data taking the “°C” portion of the numbers, deposit it in another cell to be used by another program which will use only integers.
I am approaching the problem using a VLOOKUP function, but this does not seems to return the right filtered cell.
Is there anyone who could help me with this problem, I am under the impression that the problem is the formatting of the cells, but I don’t know.

The second question is if someone know how to repeat a Macro continuously automatically, The idea is to restart the macro automatically when it gets to its end.
