I believe you can actually do it if you use the add-in below, but it's not a native Excel function and I think you have to include a .dll file supplied with the add-in for your UDF to look for.
I have never actually used this add-in, but I seem to remember the instructions being in French ...

If the calculation you have to proform is in a particular cell you could consider using validation. Data Menu, Validation. When the cell or cells are selected this will popup in a box or if the Office Assistant is in use, it will show there as a tip.
