is it to only reposition

Hi,

i am reading through some codes and cannot really understand the function below. Is it suppose to reposition and if so is it to only reposition the chart? Anything else?

It is making cell "N3" equal to <blank> and then it is deleting the range "M3:Q15" and shifting all cells beneath that range up.
