Excel 97 - Add-IN - On windows terminal server - Second user is locked

This happens only on Windows terminal server

We have a small add-in that we use in all of our spreadsheets
the first user/session to call it is fine, but all the other users/sessions
that call any spreadsheets using the same add-in, the add-in is lock
from that first user. We solve our problem by generating multiple
copy of the same add-in, but Is there a better way to do this like
a Swith in Excel that will let the add-in to be share accross session?
