[SOLVED] Excel VB determining if eastern standard or daylight savings time

I am writing an Excel VBA macro and need to determine if a date is eastern
standard or eastern daylight savings time in Visual Basic. Is this possible?

    I am using Excel 2003.

There may be an easier way, but this article tells how to change the time
zone. However it first tells you how to get the time zone.
