I think the only reliable way would be to instantiate workbook level events
in each workbook. In the application level workbook_open event, you could
test for the other type of workbook being opened. If it is, then the code
could close it and open it in an another instance of excel.

Of course if macros are disabled by the user, this won't work, but then I
doubt your code to hide the menus would be working either.

As to the 2nd and other questions, these have little to do with Excel. You
are asking a general VB/VBA question - it just happens that you want to use
Excel VBA. I won't discount that you could get an answer here, but you
might also post in a general VB group or groups more related to the
functions your are asking about (leave out references to Excel and just
focus on how to programatically make a call, how to automate interaction
with a web page and so forth.
