I can't insert a Command Button into my spreadsheet

I am trying to create a command button in one my excel spreadsheets and I
can't insert the button for some reason. I am able to in other files, but
for some reason, when I view the Forms toolbar, none of the options light
up...they all remain dim. I had been playing around with different types of
protection with this file, but they are all off now. Any ideas on what could
be making this spreadsheet different from my others or what I could be doing
    wrong?

That is usually symptomatic of a protected sheet. I would look again about
    the protection.

I have the toolbar out and watch it as I enter the password to unprotect the
sheet. It seems like it should light up at that point, but nothing happens.
Is there anything else that it could be?

It is dimmed out if the workbook is shared (but then you shouldn't be able
    to change protection).
