Dialog sheets "control toolbox" not functioning. why?

Why can't I select any of the functions in the "Control Toolbox" in the
Dialog Sheets? What should I do?

Use controls for the Forms toolbar on DialogSheets. Use controls from the
Control Toolbox on UserForms.
