Irregular Rows of Data

I copied a data set from a webpage and pasted it into Excel. However, I need the data in a very specific order, as you will see in the attached Excel workbook. I would like to drag the cell references down the columns so they maintain the exact references to the corresponding rows of the data set. When I try to drag the cells down, the sequence becomes a jumbled mess. I need to be able to drag the cells down 300 or 400 rows. Hoping someone here can help. Thanks in advance.
