Copy Timestamp data and create master sheet

I have a table "User Sheet" that requires user to select "Ready for Review" from a dropdown when it is time to review. Dropdown triggers Column D to timestamp.

No sure if this can be done in excel but pretty sure it can in VBA. I would like to copy "User Sheet" table and paste into another master table "TimeStampedOutput". Every time code is run, an updated list will be added to the bottom.......basically saving a master timestamp log of all the activities from "User Sheet". No sure if this is too complex of an ask......
