Date Stamp needed when data is entered into a Column by external workbook

Hello All,

I have been looking for a Date stamp that will enter the current date when data is entered into a column.

Is there a formula that will put the current date in row 2 above the data being submitted (Column B) from a different workbook each time a column data has been entered.

Each time a submission is made new data is entered into the next Column to the right... So a Date stamp is needed above each Column as it is entered.

The attached workbook shows the section needed
