Historical XE.com data in an Employee Expense Form

Good morning/afternoon gurus!

I am wondering whether it is possible to have historical xe.com exchange rate data pulled from it's source once an employee inputs a date and an amount they've spent on an expense form.

Further, is it possible to have that historical data rounded to 4 decimal places?

This is purely in the interest of streamlining a very particular aspect of operations, and I'm curious as to whether it can be done before I put money towards it.

I have attached the basic template we use. An employee will enter the date, reason and the value. Then, if it is in a currency other than Euros, they must go to xe.com, convert based on the date of the expenditure and the enter the historical value. Where the hurdle is that getting all employees to round to 4 decimal places, thus making the person doing the final checks before submitting them further, having to go back and check that the rounding was done correctly.

Any hints or guidance as to whether this is possible would be amazing. Thanking you all in advance!
