Unable to conditional format using a VBA timestamp

I have a problem with a work file - the workbook contains a macro which uses double click to insert a user ID and timestamp. I would like to conditionally format column F so that if the timestamp is past a certain time (column E) it will highlight in red, and if the timestamp is before a certain it will highlight in green.

I may be over complicating things, but i have extracted the time portion of the timestamp into column Q using "RIGHT(F4,11)" but for some reason the it won't format.

Any help is much appreciated.

Difficult to know from looking at a picture. But the RIGHT function produces a Text output so you won't be comparing a true time value.
