Help filtering data by column with varied rows

Hello, I can filter the data for a specific amount of rows but how can I filter out CONDITION_NO data that is less than or equal to 13 and greater than or equal to 260 then organizing it from smallest to largest. I also tried organizing block number from smallest to largest. If you can help me do this with varied rows that would be greatly appreciated.
