Formula / Table pulling weekly data to compare daily data

Part 1
Data in column P / Q is generated once every 5 days
Once data is generated, every past # from P & Q needs to be compared to the current Hi / Lo in column B / C. When the # is between the range, I want the # from P or Q to appear in column F.
There will be times when multiple #’s from P / Q are within the Hi / Lo range, but I only need the most recent # to appear in column F.

Part 2
The day a # is generated in column F, triggers the analysis of column J / K.
From this point forward. Each day column J needs to be compared to the current Hi / Lo in column B /C and column K needs to be compared to the current Hi / Lo in column B / C.
When one of those #’s appears between column B / C that ends that part of the analysis. Then if current close > # from J or K = Up in column I, if current close < # from J or K = down in column I, if inside range = neutral in column I.
