Send monthly notices of penalties for overdue payments

Hello,
Am Prem & I have a problem to which I seek your assistance. I have an excel file wherein the details of monthly fee collected from different IDs is captured month-wise. If the fees is paid on time (i.e., on or before the 10th of every month, no penalty is levied). But if the fees is paid after 10th of the month for which it is due, then penalty is to be levied from the 11th day of that month (the month for which the fee was due) till the current date, at the rate of Rs.5/- per week. I should be able to send a demand notice on the 1st of every month which should also list out the dues & the penalty incurred to every member. I need a vba code to do this. Pl help me in this regard.
