Hide/Unhide Scroll Bars Code for Specific Sheets

You can set :

Sheets("SomeSheetName").ScrollArea = "A1:A100"   'set rows according to your needs

then can't be scroll down more than 100 rows but you have to be sure that all necessary rows are visible for users.
Check Budget tab in attached file (there is no possibility of scroll or event click anywhere but if you resize window you can't see full table).
