Fixing a worksheet to index #1 (without protecting workbook)

Hi,
I have a spreadsheet, which the user enters data into. It has a summary page, which I want always to be in sheet index #1 because it has a lot of code running off of it that assumes it is in that position. I know you can lock the workbook to accomplish this. But one of the key features of this workbook is that the user has control of the rest of the pages including the position. So far, I have coded in to the workbook that on addition of a new sheet, it forces the summary page into index #1. I was just wondering if there was a way to do this if someone moved the sheet. Also, if possible whether you could stop it being deleted. I am using excel 2013.

Possibly by changing the code name of the summary worksheet and then adding some code to the ThisWorkbook module to move it...
