Mixing cell contents works with F8 not F5

Hello everyone, and thank you in advance for your input.
After burning up the past few days trying things, I'm reaching our for help
Part of my program reads cells and any that have more than one entry, and it creates a new row for each possible combination.
Then it deletes the original row.
This works exactly as I would expect when I step through the program using F8.
When the program runs, it doesn't mix the combinations and deletes rows randomly.
I attached a sample of the file and code.

Why would you upload a text version of an excel file? Please upload an actual sample WB please.

at a first glance (and maybe I am missing something here) it looks like the calculation of last_row should occur before the do loop not within it however I don't have the time to build a spreadsheet to test that thought (another vote for the request from FDibbins)
