Macro to import a text file with using a date criteria

Hi, I have an excel macro enable file that I want to run an import macro to bring everything on a text file with a weird extension (book1.txtv) but it can open in excel. I would like to import only data with date criteria in column I (dd/mm/yyyy), but I want the operator to be able to type in the US format mm/dd/yyyy and the macro copy everything to the next available row. The problem is I don't know where I begin with it, any help would be extremely appreciated.
