add prefix to number based on validation from other data

Hi Please kindly help,

is there a macro to validate column AW, based on column BC & BL ,
for example AW1 = 215810507 , BC= JAKARTA, in column BL there is JAKARTA with area code 021, before add prefix 021 to AW1, it will validate the first & second character of AW1 is the same as the second and third character of BM column, if same then add prefix 0, if not the same then add prefik from BM column (this case happen on AW4 & AW5), thx
