add prefix to number based on other data

Hi All is that macros to do this,

in column K there is phone number , but I need to add prefix based on the city location on column T

on column BL and BM there is information which prefix should be used referring the city location if possible not using precise word but using any if not possible then using precise word, as example in prefix information Bandung is 022, but T is Bandung (Binong) , as Bandung found in information prefix then will use this prefix
