VBA -- Mapping Time Category from Time values

Dear all,

I'm trying to write a code to map time values to a specific Time Category, as shown below, but in vain.

Time	Time Category
20:05:00	8 PM to 9 PM
11:59:00	11 AM to 12 PM

I've attached the code. Perhaps, it's something to do with formatting.

Appreciate any help on the same.
