Are you already familiar with building XY scatter charts in Excel? Basically, the approach to building a chart like this is to:

1) Create scatter chart based on log(log(f(x)) for the Y values (computed somewhere in your spreadsheet) vs. x.
2) Computing the values for a "dummy series" somewhere in the spreadsheet to be used as the Y axis values. Adding that to the chart.
3) Custom labeling the dummy series.
4) Formatting the X axis to use a logarithmic scale.

The only difference I would expect from these tutorials is that, where you have 2013, you won't need the 3rd party addin to add the data labels, because this functionality was added native to Excel in 2013.
