Error on code when start a new entry

Good day and happy holidays to everyone...

Please help me out with this if there is another option unless using dummy on first entry.
I just want to start a new entry on my monitoring sheet without the dummy entry ive created.
and to be started the serial number from 17000001
17 current year + 000001 = 17000001
So, if i start a new one by year 2018 it should be 18000001...
