Help with formula and mutiple conditions

Turns out I forgot one more criteria.

B2 = Fail, if any cells between C4:C70 = fail and C2 = Vacant else B2 = C2

and

B2 = PASS, if all cells between C4:C70 = PASS and C2 = Vacant else B2 = C2
