Request = generate positional pairs identifying by the 24 formations

My lottery has from 01 to 80 initial digit from 0 to 8
Last digit 0 to 9 criterion to create from 01 to 80
It has to look in order of position of the major digit to the smaller in the positions
The criterion by order
Example 4321 = the largest is 4 in the 1st position = 76 32
Already 1 is lower in 4th position
2341 = the highest is 4 in the 3rd position = 23 61
You can not generate the pair without seeing the positions of the 24 formations
